It is the achievement of this quotation that Uttar Pradesh has become the leading state in the country in the development of roads and highways. The government is awakening to the people of Uttar Pradesh. The government has given focus on the computerization of works of Public Works Department (PWD). Now, the work of e-registrations, e-billing, EMB, budget and project monitoring are being done by "Chanakya" and "Vishwakarma" software. This efforts is not only enhanced the capability of the system but also. This is the first time that the 'Third Party Security Audit has ensured liability of the quality of the construction.' A pit free campaign was launched on a mass level after the BJP government came into the power in the state, and now record 85, 138 km of roads is now pit-free. In the last one year, 37 thousand km roads have also been renovated. There is also an effort to develop a “Bazz Application ’for lodging complaints of bad roads is in progress. It will make grievance redressal process very convenient. The construction of the roads helps to accelerate the development of the state.There is a method of prompt action has been adopted by the Public Works Department (PWD) in Uttar Pradesh. The Public Works Department (PWD) said goodbye to the old methods of working. As ofnow, the new methods are being used to build roads and bridges. The PWD is building eco-friendly roads. These eco-friendly methods help to reduce the cost of the road construction 20 to 25 percent and save the construction material 20 to 25 percent. In the financial year of 2017-18, the government saves Rs 1700.33 crores.The central government has given full cooperation with the state government after seeing the commitment to road development. In the year 2017-18, the Central Road Fund Scheme has been given Rs. 890 crores to the State. The meritorious student those topped the Uttar Pradesh Board examination get the honor in their respective village society. It is the first time that the Public Works Department (PWD) has started a scheme to honor the meritorious students. There is campaign has been started to connect the villages of the meritorious students with a paved road. In the Uttar Pradesh, our goal is the construction of the roads, bridges, elevated/downhill railway bridges, construction of new bypassand ring road, maintenance, improvement,and maintenance of roads and the connect villages to the paved road are the motive of Public Works Department. Pradhan Mantri Gram Sadak Yojna
In December 2000, the government of India started the Pradhan Mantri Gram Sadak Yojana to develop the facility of the rural development and transportation. In Uttar Pradesh, there are 39,139 villages of the population of 1000 and 41,452 villages of 500 to 999 population. The government of India had set the goal to connect the all the villages those have a population more than1000 till the year 2003, and another target to concept al the village of the population over of 500 with the all-weather roads. However, due to the limited resource, the first phase of the project is hard to complete. The development of the new connectivity as well as the upgrading the road are closely associated with the purpose of PMGSY. In Uttar Pradesh, the entire project is being implemented by the Rural Development Department. The Public Works Department (PWD) is responsible for working in the in 42 districts.
By the project of PMGSY In the year 2014-15, the target had been set to connect the 587 villages with the total length 3732km 991 routes by the allocation of Rs 1168 crore. The rural development department has received mere Rs 350 crore in this financial year. By the allocated fund, 241 villages have been fully connected while completing the 327 route lengths 1920 km till 12/2014.
Under the project of Pradhan Mantri Gram Sadak Yojna, (PMGSY), the approval of phase 3 to phase 10, the 451 habitats should be benefited after the complete settlement of new connectivity and to upgrade. The target of the completion of the under the new connectivity till 12/2014 of 824 route with the total length of 2309 km by the cost is 999 crore. The 602 crores have been sanctioned for the lengths of 937 km of 116 route with cost in 23 districts under PMGSY-2. Taking into account that in the situation of non-allocation of fund till the financial year of 03.10/2015, by regarding the month 12/2014 will be as the financial year of 2015-16, the following is shown in paged details table page -34.
In 2015-16, the target of connecting 451 habitations with Phase-10 relating to Phase-10, 824 route length 2309 km and cost 999 crores has been fixed. Under the routes approved in PGMY, the target of 93 route lengths 749 km and the target of 481 crores has been fixed. Thus, in the year 2015-16, the target of completing 451 habitations in the total length of 917 route length, 3059 km and cost 1480 crore has been set.
The Public Works Department within the project of PMGSY-2, only 23 out of the 42 districts have been granted the acceptance of the work by the government of India. The tender process has been followed for all the approved work and remaining work of 103 roads length 848 km at the cost of 527 crores in 19 districts have been approved by the Empowered Committee but has not been accepted yet by the Government of India.
Bridge work
Under the various projects of the government of Uttar Pradesh, The Uttar Pradesh Rajya Setu Nigam will be responsible for the construction of long bridges of more than 60 meters in length, and PWD builds small bridges of less than 60 meters. The PWD department builds all the connecting bridges and roads except elevated footbridge.
In the financial year2014-15., there is Rs1641.7501 crore of the fund has been allocated in the budget for the construction of the Elevated Railway Bridge and Rs 17.00 crore for the maintenance under various projects. In the financial year 2014-15, the target was set to build 125 bridges till January 2015 only 62 bridges have been completed with proper connectivity. With the reach of 62 bridges. In the closed bridges, there are 33 long bridges, 16 small bridges, and 13 railway elevated bridges.
1380.5602 crores under grants no. 0.57 and grants for construction of bridges/ overhead bridge bridges in the financial year 2015-16 A total of 368.8992 crores have been proposed under the 83 (SCCP component) budget arrangement of Rs. 1749.4594 crores and a budget of Rs. 20.00 crores have been proposed for the maintenance of bridges. In the financial year 2015-16, a total of 130 bridges are proposed to be constructed.
Planning to link district headquarter with four lanes
The Government of Uttar Pradesh is committed to connecting all the district headquarters in the state with four-lane / 2 lane with paved shoulder route. For comfortable transportation in the Uttar Pradesh, the government has set the priority to linking all district headquarters to the 4-lane route. 30 district headquarters of the state (Lucknow, Rampur, Auraiya, Kanpur, Moradabad, Etawah, Barabanki, Kanpur, Dehath, Firozabad, Faizabad, Ghaziabad, Agra, Basti, Unnao, Mathura, Santkbirnagar, Jhansi, Hapur, Gorakhpur, Uri, Muzaffarnagar, Sitapur , Chandauli, Meerut, Shahjahanpur, Varanasi, Bareilly, Fatehpur, Allahabad and Lalitpur) are connected from 4 lane / 2 lane with Paved shoulder route and 10 District Headquarters (Gautam Buddha Nagar, BU Landlords, Aligarh, Rae Bareli, Sultanpur, Ambedkar Nagar, Jaunpur, Azamgarh, Mau and Ghajipur) will be connected to proposed four lanes of National Highways under the approved scheme of the Government of India (NHDP) and 9 district headquarters (Kannauj, Eta, Pratapgarh, Banda, Amethi , Hamirpur, Hathras, Mirzapur and Pilibhit) are located on 2-lane National Highway which is approved by the Indian Government for making 2-lane with paved shoulder (NHDP) and 02 district headquarters (Bahraich and Siddharthanagar) under NH proposed EPC mode under 2 lane (with paved shoulder) will be connected with national highway.
The four lanes project is proposed / under construction by the State Highway Authority (Upasha) which is connecting 10 District Headquarters (Saharanpur, Baghpat, Shamli, Sonbhadra, Balrampur, Gonda, Hardoi, Maharajganj, Lakhimpur Khera and Bijnor).
By the Budget of the PWD department, 3 District Headquarter (Chitrakoot, Mahoba, and Kushinagar) which are located on the national highway, proposed to be connected from NH-2 by two-lane route (with Paved Shoulder). The proposal of connecting 11 district headquarter (Mainpuri, Amroha, Sambhal, Shravasti, Kaushambi, Bansu, Farrukhabad, Ballia, Kasganj, Deoria, and Sankarvadnagar) through 4 lane route linking of 14 headquarters is pending under the PWD.
Along with these projects, another plan of PWD has also been included to connect the Hamirpur road from Kalpi with four lanes. By this project, acceptance of two projects to connect Mainpuri from district Etawah which has so far, the total cost was approved for the total cost of 598.63 million, Joya Amroha Marg, total cost 23.21 crore, the total cost of approval of Moradabad Sambhal Marg 136.33 crore, the total cost of acceptance of Bahraich Bhinga Marg 164.36 crores, total cost of acceptance of Manjhanpur road from Muratganj, 74.72 crores, total cost of acceptance of Hamirpur Kalpi road, 289.47 crores, Barely Band Au total cost of the approved route 244.34 million, the total cost of the acceptance of Fatehgarh route Chhibramau 81.82 million, Kushinagar - Padrauna total cost of the total cost approved 29.10 million and Mau-Ballia route approval route went by issuing 197.55 million.
Here is a provision of a budget of 691.50 crores for the existing works and 115.50 crores for recent works after the supplementary / reappropriation in the year 2014-15. In the year 2015-16, the proposal to allocate 900.00 crores for the ongoing works of the scheme and 100.00 crore budget for new works.
